This tool is used to drive train by controlling its speed. Switches are controlled from the switch tool.
Use the drop down menu or click a train to select it.
Adjust the speed with the slider in the dialog.
If trains don't move, check if the animation is paused (upper left corner of viewport or in toolbar).
